Design and management of initial and ongoing qualification programs for Distribution and Transmission System Operators under NERC/FERC standards. This includes curriculum development, simulator training, adaptive learning, and qualification tracking across multi-state, multi-control-room organizations. Built the Distribution Operator Training Program from scratch across CT, MA, and NH. Led two overhauls of the Switching and Tagging program: the procedure standard, developed with a 55-member cross-functional team, and the training program, rebuilt by my team using an adaptive training methodology.
High-consequence scenarios that operators encounter rarely (grid abnormalities, equipment failures, emergency switching events) require the same depth of competency as the ones they see every week. The challenge is building and maintaining that competency without relying on live events to surface gaps. The methodology: structured simulation, scenario design calibrated to rarely-practiced conditions, and assessment approaches that measure actual readiness rather than hours completed. Applied in regulated electric utility environments, including system operator qualification under NERC/FERC standards.
Training and procedures are operational inputs. When both are well-designed and maintained, operators perform to standard, incidents decrease, and the organization spends less on recovery. The Substation Operating Instruction Modernization project documented $640,000+ in O&M cost savings in 2025, tied directly to procedure quality improvements. Designing mechanisms that convert frontline operating experience into enterprise decisions. The Switching and Tagging Executive Steering Committee governs risk at the executive level across all 3 Eversource states. I founded the Error Reduction Committee (ERC), which standardizes causal and barrier analysis for incident review of switching and tagging-related events.
System Operations procedures set the operating standard for Distribution and Transmission Operators across 3 states. 950 to 1,100 revisions per year. 16 to 21 new procedures issued annually. Every revision updates the exact standard for how operators interact with live electrical infrastructure, under NERC/FERC compliance requirements. Currently leading a tri-state process mapping effort to identify efficiencies, standardize, and modernize procedure design and development across Connecticut, Massachusetts, and New Hampshire.
Storm Branch Director under the Emergency Response Plan, a recurring role that carries operational authority above my normal Director scope. Real-time incident command, contractor management at scale, and responsibility for a major branch from activation to close. The role requires making resource decisions with incomplete information, managing crew fatigue, and coordinating internal and contracted workforces under a compressed and shifting timeline. After leading it, I standardized the role so execution doesn’t reset with each storm.
